You can't choose which you get; there's only one available at a time. Right now (until the 8th) it's Dialga.

http://bulbanews.bulbagarden.net/wiki/Front_page/Events has the full list, but Palkia will be available in thw US from Sep 9th to Sep 29th and elsewhere from Sep 13th to Sep 26th, while Giratina will be available in the US from Sep 30th to Oct 20th and elsewhere from Sep 27th to Oct 11th.

Is there any clarification these three do anything in game like the legendary dogs did?

Two weeks later and I am pretty sure there's nothing, unless there's some kind of specific bonus to having a shiny (in which case any would do but these would make sure you get it right away).
