Pokemon.com says the giveaway is good in Europe too.

In fact, the UK page on the subject has a really nice bonus wallpaper at the bottom as well.

I got mine the other day, so I can confirm it works in the UK! Since it's Mystery Gift, I figure that means it's worldwide!
