The eyes could be ghost like, but the rest of it really does not fit with other ghosts. Frillish aside, nothing else really comes close in color and configuration.
As much as I would love to see Flying type, most flying type have wings. Sky-Form Shaymin has some pretty big ears though, and Tropius uses its leaves, so maybe the ears and ribbons could be used for flight.
The overall coloration really reminds me of Normal type, and the cute ones at that. I'm guessing this will be a Normal evolution, and will evolve by way of Max Beauty stat.
Eevee is Normal, sure, but there is no Normal eeveeloution at this time, so I would not mind seeing one. Like many others out there, I would enjoy a eeveeloution for each type, including Normal.
I do have a hard time seeing it as useless in battle. I don't compete, so I'm biased, but I've had good luck with Normal types before. I ran a Wigglytuff in Red that rocked. An Ursaring in Silver. A Linoone in Ruby that not only did well in battle, but brought me all the goodies. Lopunny in Diamond was a Machine, and Stoutland made quick work of the early Gyms in Black. I'd have kept her on the team, but there were other new Pokémon that I wanted more.
Normal type attacks are not super effective against anyone, but they can learn attacks that are. Sure, you are not getting STAB off of those, but they are still potent. The only thing Normal resists is Ghost, but this is still not useless, just takes different planning. Normal type is only weak to Fighting, so you can through Normal at just about anything.
I would still love to see a Flying type eevee, as we only have one pure flying type up till now, Tornadus. It'd be nice to see more.
Potentially, but we have so many of those, I'd be a bit sad if that is the way they go with it. It would be a first dual type eevee though, so that could be fun, but, maybe another combination.
